Imposition of Restrictions (Coronavirus Disease (COVID-19) Pandemic) (No. 4) Instrument, 2020

Executive Instrument 67 of 2020

WHEREAS, pursuant to subsection (1) of section 3 of the Imposition of Restrictions Act, 2020 (Act 1012), the President, being satisfied that there existed circumstances, which required the imposition of certain restrictions to combat the Coronavirus Disease (COVID-19) pandemic, issued the Imposition of Restrictions (Coronavirus Disease (COVID-19) Pandemic) Instrument, 2020 (E.I. 64) to impose restrictions on public gatherings and travel to Ghana;WHEREAS, the restrictions imposed on public gatherings were for a period of three weeks, subject to review and shall lapse on Sunday, 12th April, 2020;WHEREAS, pursuant to paragraph 1 of the Imposition of Restrictions (Coronavirus Disease (COVID-19) Pandemic) (No. 2) Instrument, 2020 (E.I. 65), restrictions were imposed on the movement outside the place of abode of persons resident within the areas specified in the First Schedule for a period of two weeks, subject to review;WHEREAS, the restrictions imposed on the movement outside the place of abode of persons resident within areas specified in the First Schedule shall lapse on Sunday, 12th April, 2020;WHEREAS, pursuant to the Imposition of Restrictions (Coronavirus Disease (COVID-19) Pandemic) (No.3) Instrument, 2020 (E.I. 66), the closure of all borders of Ghana, by air, land and sea, to human traffic was extended for a further period of two weeks, with effect from midnight on 5th April;WHEREAS, pursuant to paragraph 6 of the Imposition of Restrictions (Coronavirus Disease (COVID-19) Pandemic) Instrument, 2020 (E.I. 64) and paragraph 6 of the Imposition of Restrictions (Coronavirus Disease (COVID-19) Pandemic) (No. 2) Instrument, 2020 (E.I. 65), the duration of restrictions on public gatherings and the duration of the restrictions on the movement outside the place of abode of persons resident within areas specified in the First Schedule, respectively, may, where the exigencies of the situation require, be varied in accordance with subsection (2) of section 4 of the Imposition of Restrictions Act, 2020 (Act 1012); andWHEREAS, the President is satisfied that there is the need to extend the duration of restrictions on public gatherings and the duration of the restrictions on the movement outside the place of abode of persons resident within areas specified in the First Schedule of Imposition of Restrictions (Coronavirus Disease (COVID-19) Pandemic) (No. 2) Instrument, 2020 (E.I. 65);NOW, THEREFORE, in exercise of the power conferred on the President under subsection (2) of section 4 of the Imposition of Restrictions Act, 2020 (Act 1012), this Instrument is made this 11th day of April, 2020.

1. Extension of restrictions

With effect from Monday, 13th April, 2020, there shall be an extension of the restrictions imposed on
(a)public gatherings pursuant to paragraph 1 of the Imposition of Restrictions (Coronavirus Disease (COVID-19) Pandemic) Instrument, 2020 (E.I. 64) for a further period of two weeks; and
(b)the movement outside the place of abode of persons resident within the areas specified in the First Schedule of the Imposition of Restrictions (Coronavirus Disease (COVID-19) Pandemic) (No. 2) Instrument, 2020 (E.I. 65) for a further period of one week.

2. Review of restrictions

Where the exigencies of the situation require, the duration of the restrictions specified under paragraph 1 may be varied in accordance with subsection (2) of section 4 of the Imposition of Restrictions Act, 2020 (Act 1012).

3. Savings

This Instrument is without prejudice to the application of the Imposition of Restrictions (Coronavirus Disease (COVID-19) Pandemic) Instrument, 2020 (E.I. 64) and the Imposition of Restrictions (Coronavirus Disease (COVID-19) Pandemic) (No. 2) Instrument, 2020 (E.I. 65), whose provisions shall otherwise continue in full force and effect.Nana Addo Dankwa Afuko-AddoPresident of the Republic of Ghana
